The initial program consisted simply of City Hall and Library.

​

Collaboratively with the City, the program was supplemented with a central glass-walled community living room, opening, respectively on south and north, to Civic Square and Civic Garden, both of which preside over panoramic mountain views.  This core 'living room with terraces' has become a focal gathering area for the citizens of Westlake Village.

City Hall and Library form enclosing legs around these public spaces, their architectural profiles, rhythms, and colors drawing from the surrounding mountains.  Lushly landscaped, the Civic Center combines the qualities of civic business, democratic gathering, and verdant public retreat.
